How do I create a directory for all my files in here?

Like in local (local files, local host), there is a folder where it has all the files, multiple html, css, and js files. I want them in one folder and can reference them by just "filename.fileextension" ("toThisPage.html") and it will go to that page in the same directory.
How do I that here? Please? Thank you! Also allow shareable link?
